LEADERSHIP

In Washington “leadership” usually refers to each party's hierarchy within each Chamber of Congress, rather than someone’s ability to lead. Leadership includes the Majority and Minority Leaders and Whips, but there are also the campaign committees, the steering committees, the policy councils-- the two parties have slightly different hierarchies but each position exerts influence over the direction that party takes in the Senate or House.
